You said Mary Jane McNelly (Pascoe) was born April 6, 1869, but her mother died in 1868? Must be a typo on one of the two years. Sort of looks like Isabelle Millsaps died during or soon after childbirth.
I did find Isabelle's widowed husband in the 1880 census of Polk Co., Tenn., with the three boys.
William McNelly, Self, W, Male, 41 TN {age 41 or 49?}
William McNelly, Son, S, Male, 19 TN
Henry McNelly, Son, S, Male, 18 TN
James McNelly, Son, S, Male, 15 TN
Daughter Mary Jane is not present. She must have been handed over to a relative after Isabelle's death. Was she still a McNelly or is the "Pascoe" a new surname?
As I've noted above, Isabelle's husband William's age in the 1880 census does not match his birth year of 1831 unless the transcription of the 1880 census has age 49 misread as age 41.
