This is not who you are looking for but I noticed the STARRETT name on this census record and remembered seeing this message. From the Providence RI, Ward 2, 1910 census:
Martin B Starrett age 72 and his wife of 42 years, Jennie age 68; parents of one child, not living in 1910; both were born in New Hampshire, as were mother and father. Martin's occupation was carpenter.
