The only other place that would have these records would be the RI State archives which is run by the Secretary of State's office. If they won't help, try contacting the Secretary of State directly from the website. Being a small state, sometimes you can get through to the top guy.

I suspect the archivists just don't want to be bothered. If you can come to Providence, go to the archives in person and ask for help. It helps to be face to face with the employees because if they start giving you the run around they have to do it to your face. :)
