I have some information, but not the birth record.
From my daabase:

Lyman Franklin Perry of Charlestown age 24 (says he and his bride are black, but marr on 4 Aug of his sister Susan Ella Perry says that she and her spouse are Mulatto) a farmer, b in South Kingstown son of Lyman B. Perry and Frances Taylor m Elizabeth Wilcox of Charlestown age 18 b in South Kingstown daughter of Othniel Wilcox and Hannah Pierce. First marr for both.
Apparently I failed to transcribe the date, but the previous entry on page 27 that I noted (I did not transcribe all of the marriages) was 12 Nov 1876 and the next marriage I noted was on page 28 on 15 July 1877.

Looks like an Othniel Wilcox Perry d in South Kingstown, 2 Apr 1975.

Othniel, Hannah, Elizabeth and siblings are listed in the 1860 census for Exeter.
You can check the Charlestown birth records yourself by ordering film number 0931555 at a nearby Family History Center in a Mormon church.
A telephone call to the Charlestown Town Hall might be successful since you have the month and year of his birth.
The RI Archives have the 1875 state census.
Also take a look at his marriage and death record. These should list his parents although they may say his father was unknown.
