Which Ribble lived in Phila., PA -1799?

Who is the following Joseph RIBBLE's father?

b. ca. 1799, Phila./PA
d. 1859 in Virginia (probably Richmond)[1]
m. 20 Dec 1820, Richmond/VA [2]
Catherine COLLINS (youngest dau. of Mrs. Jane COLLINS of Norfolk/VA).[2]
Catherine died 19 Dec 1834, leaving "five children, mother, brother & sister" [3]
Daughter--Jane Eliza b. 20 Oct 1822/23 m. William T. WINGFIELD 30 Nov 1841, Norfolk/VA.
Other children probably George Henry b.1826;Hannah;William;Joseph C.

Does anyone have copy of 1799 Phila/PA City Directory, which would show the name of all Ribble men living there at the time Joseph (1799-1859) was born?

There was a William Ribble in Phila/PA 1790 census, but find none on internet copies of 1800 census. Both Francis RIBBLE and Adam RIBBLE names appear in Phila/PA militia records 1770-80's.

I am trying to assist a lady in Virginia Beach/VA, Mrs. Dorothy Wingfield Smith, trace her RIBBLE line back to a Rev. War Patriot Ancestor.
