You don't say in your message whether you are in the UK or the US - I am guessing from the content of your message it might be the US.It should still be possible for you to see the indexes to the register entries for births.From 1837 all births in England were registered centrally - a few people didn't register but it is usually possible to find most of them.If you have a look on the GENUKI website (I think it is just www.genuki.co.uk) there is information on researching British ancestors from abroad.
I had a quick look on the 1881 census (obtainable on CD-ROM from the LDS) but I couldn't see any Joseph Whitehead Rickaby.There are lots of Josephs however, and the census doesn't always list middle names.
If you want to confirm the father's name then try to obtain a copy of the marriage certificate.This shouldn't be too difficult to find since you know the date accurately.This will also give the father's occupation which is quite useful in trying to match a name against a census entry.
The IGI is very helpful but it mainly lists christenings rather than births.Since christenings sometimes took place when a child was several years old it can only give an approximation of age.It was taken from parish registers and there were a lot of churches who wouldn't let the LDS take copies of their records so I would only expect about 50 percent of people to appear on it.
If all else fails wait until next January and look on the 1901 census which will be available on-line.
