The case for John Wesley Riggs and Permelia Colyer being the parents of Mary E. Riggs who married John McLaughlin is:
1850 census shows Mary as 7 year old daughter living with them in Kentucky but being born in MIssouri.
The 1870 census tracks the same family to Monmouth Township, Shawnee County, Kansas, based on children listed in the 1850 census and based on biography of Stephan F. Riggs.
Moved from Missouri after birth of Sarah in about March 1850 to Rockcastle County by the time of the census on August 21, 1850.

A page by page search of Clinton Township, Douglas County, shows no Riggs family listed nor any McLaughlin family.
Shawnee and Douglas counties adjoin one another. Part of Shawnee County became part of Douglas County in 1865, so they must have lived in this area.

Johnson, Aaron Coberly, Charles Allen, Harris Lyons, Silas Lyons, Isaiah Cox, N. L. Williams, William Linn, John Helton, ***J. W. Riggs, T. D. Kemp, and Joseph Coberly. Richland postoffice was established in the fall of 1856.
****A. M. RIGGS, farmer, Section 27, P. O. Richland, owns 160 acres; about forty acres enclosed, and in cultivation and the rest in timber; has a fine orchard of choice fruit; has six horses, twelve head of cattle and ten hogs. Born in Rockcastle County, Ky., December 17, 1837, and when four years of age his parents emigrated to Missouri, locating in Andrew County, and to Jackson County, Mo., in 1852, and from there to Kansas in 1856, locating on this farm, which was pre-empted by his father who died January 10, 1866. In 1860 was engaged in freighting across the plains to Fort Union. Enlisted in March, 1864 in Company B, Ninth Kansas Cavalry, and was with his command at Little Rock and Duvall's Bluffs, and mustered out in August, 1865 at Leavenworth on general orders. Is a member of the Methodist Episcopal Church. "

STEPHEN F. RIGGS, farmer, Section 30, P. O. Richland, born in Rockcastle County, Ky., May 16, 1810, ****son of John W. Riggs and Permelia Collins. He was brought up on a farm, and came to Kansas in 1856; settled in Shawnee County, but now lives in Clinton Township. In 1864, he enlisted in Company B. Ninth Regiment Kansas Cavalry, and was discharged at the close of the war in 1865. He was married in Clinton Township February 6, 1868, to Miss Martha, daughter of William B. Bedgood. They have five children - Benjamin F., born June 6, 1870; Olive L., born December 15, 1872; Louisa A., born April 21, 1875; Edith, born January 15, 1879; Mertie, born December 10, 1881. MONMOUTH TOWNSHIP.
The first settlement in Monmouth Township was made August 17, 1854, by Charles Matney, a Virginian, who settled on the southeast quarter of Section 21, Township 13, Range 17. His house, erroneously called the house of "Charles Matingly," was the southeast corner of the Third Electoral District.
During the same year (1854) the following persons settled in the vicinity:
September 1, G. W. Berry settled on southwest quarter of Section 27, Township 31, Range 16.
September 15, Harvey Matney on northeast quarter of Section 20, Township 13, Range 17.
November 15, C. H. Buzzard on northwest quarter of Section 27, Township 12, Range 16.
November 20, James Linn on northwest quarter of Section 14, Township 13, Range 16.
November 20, Samuel E. Thompson southeast quarter of Section 20, Township 13, Range 16.
In the latter part of December, Dr. Moore, William Owens and Mr. Wentworth settled in the place.

Thornton officiating. Charles Matney was the father of the first white child born in the township - born April 6, 1856.

Rockcastle County was formed in 1810 from parts of Lincoln, Madison and Pulaski Counties. It is located in the Pennyrile and Eastern Coal Field regions of the state of Kentucky.
Rockcastle County is located in Daniel Boone Country between Lexington, KY and Knoxville, TN at the foothills of the Cumberland Mountains. It was formed in 1810 from portions of Lincoln, Madison, Knox and Pulaski Counties and became the 52nd county in the Commonwealth. Parts of Rockcastle County were later taken to help form Laurel County in 1825 and Jackson County in 1858. About 1/4th of this county is part of the Daniel Boone National Forest.
Mount Vernon, the county seat, was established in 1790. The original name for the settlement was White Rock, but it became known as Mount Vernon around 1810. It was named for George Washington's home. During the push West by settlers, Boone's Trace, Skagg's Trace and the Wilderness Road brought many people to present day Rockcastle County and the surrounding area.
The elevation in the county ranges from Luner at 882 feet above sea level to Owens Knob which raises into the sky 1,615 feet above sea level. William Grisham, an early sheriff in 1820, described the land as "Mountainous and rugged country."
Note from Jeff Miller, August 1, 2004: There are two John W. Riggs in the same area of Kansas at the same time. John and Permelia are from Kentucky, where Mary E. Riggs stated her parents were from. The other John W. Riggs was from Indiana, so could not be her father.
