I performed a search for Edward Riggs 1860 NY. Unfortunately, we do not know if he was alive in 1870. He could have been a casualty of the Civil War. If he did not survive, he would not appear on the 1870 census.

If he did survive service in the Civil War, did he move to PA?

Anna Loretta was born in October, so the census enumerator probably had recorded the population by then. Also, if she were born in 1862 (per 1900 census), she would not have appeared on the 1860 census)
Name Home in 1860
(City,County,State) Age in 1860 Birth Year Birthplace Gender View Image

Edward Riggs Argyle, Washington, New York 48 abt 1812 New York Male

>> Edward C Riggs Meredith, Delaware, New York 25 abt 1835 New York Male (most likely candidate for Loretta's father for age)

Edward Riggs Lyons, Wayne, New York 15 abt 1845 New York Male

Edward Riggs Sodus, Wayne, New York 14 abt 1846 New York
Did Loretta (Riggs) Thomas attend church in PA? Church records could show the marriage. Perhaps her parents' names are recorded.
