What I gather from this is that Russia Poland is the eastern part that was directly incorporated into the Russian empire after the 1772-1795 partitions were completed. This would then include Lithuania, Belarus, and western Ukraine. So I think I may assume that when my ancestors (born 1880-1895) refer to their birthplace as Vilna Russia, Wilno Poland, or Russia Poland, that they were being consistent.
