I will try to help you a bit being Russian.
Bessarabia was a part of Russia since 1818 till 1991 when ex USSR stopped his activity. All that time Bessarabia was a part of Moldavia (Republic of Moldova nowdays). But the part of Bessarabia, including Hotinskii uezd was added to Ukrainian Republic after WW2.
Now town of Hotin is a part of Chernovitskaya oblast in Ukrainia (centre is city of Chernovtsy)
I found 1 volost (wolost if you wish so) with a name that looks like that one you wrote in our letter. It’s Rukshinskaya volost. Now there is selo Rukshin only there in Hotinskii rayon (rayon is administrative district, small one), population there is about 3500 ppl. And I found also selo Cheponosi (Cheponosy), 1500 ppl. I think it’s a place you looked for. It’s also there in Hotinskii rayon.
Now about surname. Dimitrov is a typically Russian Slavonic surname. So I think you should search for this line there in Ukrainia.
