Deborah,
Sounds like your cousin is getting his info from Dr Carroll Salls' book "SALLS Families of the US and Canada". It's a wonderful book but many of the early lines are incorrect and the assumptions made about early lines are based on "family lore". The Salisbury, England has no validity to it whatsoever. Isaac SALLS was from Salisbury, CONNECTICUT before moving to NY. He and his wife Hannah HAWLEY were living there when several of their children wee born, and records can be found there. He was also on several tax lists.
Hix Salls was in Canada very early, and most land documents show that he was a Loyalist. The Petition to Lord Dorchester for land in Clifton did occur in 1795, but Hix was there must earlier. It is likely he left the Canaan, NY area during or soon after 1781.
Hix' son Isaac has been said to have married a Mohican (according to the book), but, in fact, Betsy was a daughter of Henry CRAWFORD, and sister to Sarah CRAWFORD and Jane CRAWFORD, who married TRYONS. The Crawfords were from Cambridge, (now) Washington Co, NY, and settled in Quebec.
