I think your William Sams b. 1840ish is a younger brother of my ggrandfather Rice Sams b. 1833. Their father was Rice Sams b. 1804 who's father was Elijah Sams b. 1760 (from Virginia).
Rice Sams b. 1804 is in Eastern District, Rockingham, North Carolina in the 1850 census with his wife Rebecca and several children (my Rice and your William are listed there).
In 1860 he is in District 6, Hawkins Tennessee, but the name is miss-spelled as Rice Salamy. William is still in the household with him and is listed as 20 years old.
In 1870 Rice is in Precinct 4, Greenup, Kentucky with his wife Rebecca. They are living next door to their oldest son, Pleasant Sams.
In 1880 Rice is in District 11, Blount, Tennessee with his wife Rebecca and three grandchildren. His daughter, Anna is living next door.
Hope this helps. I would love to share information if you think this is the right William Sams. It seems we might be distant cousins. Look forward to hearing from you.
