I found the following references in "Maryland Eastern Shore Newspaper Abstracts 1825-1829, Vol. 5" by Harper & Wright (1983) - All information found in the "Chestertown Telegraph", that might pertain to your William Sappington:
#640 - 11 Jan. 1828, William Sappington lists his bill of rates (Blacksmithing).
#681 - 31 Oct. 1828, Died same day (Thursday last 23 inst.), James Sappington.
#691 - 2 Jan. 1829, William Sappington, Kent Co., adminstrator of James Sappington, Kent Co.
#696 - 6 Feb. 1829, William Sappington, Chestertown, being in bad health, is obliged to quit work at the Blacksmithing; wishes to rent shop or employ a man on wages.
