Darlington Co. deeds

Are Darlington Co. deeds for the period 1790 (then Cheraws Dist.) to 1820s complete? I think that I once searced for them at the SC Archives and concluded that they were incomplete and perhaps there had been a courthouse fire or some other loss. Is this correct? I am trying to trace James Phillips who was in the 1790 census in St. Thomas Township in Cheraws Dist. and later in Georgia. He died in Newton Co. GA in 1834. Can anyone locate St. Thomas Township geographically?
