Missing BROCKs & WHITFIELDs - 1870 census

I posted this before but never heard anything, so here goes again.
Is there anyone who knows for an undisputed fact whether the publicly available 1870 census for Oconee County is complete, especially Center Township? I've looked at online data and microfilm, and I'm convinced that several people are missing from the 1870 census.
I have at least two families (BROCKs and WHITFIELDs) who were in Center Township in 1860 and 1880, but I can't find them anywhere in 1870!!! I've looked in nearby counties on both sides of the river but no luck. I've done nationwide searchers but no luck. If the films for the 1870 census are complete, I might be forced to conclude that my families were abducted by aliens while the census was being taken.
