Sorry but I do not have any information on the people you are looking for. I do know that the Scaggs and Skaggs name is always confused. On my mother marriage cert. 1936. One place it is spelled Scaggs and another Skaggs. I am sure the Steggs and Stoggs is also mixed into this confussion. It looks like the person who was writing wrote down what they heard. We did have Scaggs/Skaggs in Greenup and Carter County. Many of the Greenup- Carter-Floyd & Lawrence counties in KY are descended from the Peter or his brother Solomon Skaggs/Scaggs families.

The Tennessee James Scaggs family is almost always found spelled Scaggs. Maybe someone else will see your query and help. Can you give us any dates, that might help. Like about when they were born, married and died. Keep searching. Wanda Sparkman
