I haven't got enough details to hand to check thoroughly if Philip is connected to my branch. But I think the "Octavious" is coincidental. My grandfather was given the middle name "Octavius" because he was the eighth (Latin: Octavius) son of 14 children. Perhaps Philip was an eighth son too?
