Don't know if it's the same John Shackleton, but my 2nd great grandmother's sister Elizabeth Cannell Shackleton and her husband Hodgen had a son John, born in Liverpool, and 9 years old on the 1881 Census. That would have made him 26 at the time your Ada Shackleton was born. John's siblings were Thomas (20, a miller), Henry (16), William (14), and Margaret (7) all of Liverpool in the 1881 Census.
