Found cemetery information today:

Cemetery Records of St. Clair County, MO; Vol. 1, Appleton City:

Name: Lieut. Shillinger
Birth Date: 12 Sep 1824
Death Date: 09 Nov. 1902

Co H 12th Penn Inf

There are 3 Frederick Shillingers listed as Civil War soldiers from Pennsylvania. I have reviewed information where the 11th Pennsylvania Infantry moved to defend Washington, DC on April 18, 1861. I would assume the 12th was organized thereafter, so the Frederick Shillinger enlisted 20 April 1861 is likely our relative. I am waiting National Archive forms to request copies of military records.
