Here are some clues.Index to the 1790 Census of Pennsylvania, Fayette Co., Wharton Twp., SHIPLEY
Haymond2-3-3 {Hammond?}
Daniel 1-1-1
Charles 1-1-5 [Males 16+, m. under 16, females].
Shipleys of MD, 2002, says that Charles SHIPLEY (ca. 1750 - 1810) m. Susanna, b. ca. 1750.Before 1789, they moved from near Baltimore, MD, to near Fairfield Church, Wharton Twp., Fayette Co., PA. In 1823, part of Wharton Twp. became Henry Clay Twp.Children of Charles SHIPLEY:
William (ca. 1780, MD - 7 July 1864, H. Clay T., bu. Fairview Cem.) m. Martha Jane HALL (9 Jan. 1785, PA - 1 Jan. 1863, H. Clay T.)
Nancy (ca. 1782 - 5 Dec. 1858)
Ursula, m. Jas. LAYLIN
Charles (May 1787 - 1 Nov. 1850)
Rachel, m. Amos BUTLER
James (1794 - July 1843).
Censuses show that William SHIPLEY, b. ca. 1780, may have had as many as seven children, but the only known children were three sons
Samuel H. (15 Apr. 1809, Fayette Co., PA - 7 Je. 1894, Uniontown, Fayette Co., PA; bu. Oak Grove) m. 24 Jan. 1829, Eliz. MARKER (9 Oct. 1811 - 10 Feb. 1892).
Smith (1814 - w. made 21 Dec. 1889, pr. Jan. 1890, Fayette Co.) m1. ca. 1838, Mary "Polly" MOON (1821/3? - 28 N 1871, bu. Old Fairview Cem.); m2. ca. 1873, Nancy, b. ca. 1841, who had m1. _ FRIEND.
Isaac (10 Apr. 1828, PA - 27 Je. 1907, bu. Old Fairview Cem.) m. Isabel HOUGH (Dec. 1831, Somerfield, PA - 2 Feb. 1917, Salem, OH).
Notice the spaces between birth years of known sons.The birth years of Maria and Caroline could fit as two of the unknown daughters. If the mother was actually b. 1785 & Caroline in 1832, that would make the mother a little old, but birth at mother's age 47 is possible, or perhaps a date is off a year or so.

Do you think that "Judge" could have been a nickname for William?Do you have any further clues about the family?
