Ah, we seem to be zeroing in.

First, Shipleys of Maryland, 2002, Vol I, p. 185. "11142 Columbus I. Shipley (Otho, Robert, Adam, Adam, Richard, Adam) was born in 1821 and d. 11 Nov 1893 in Henryton, MD. Columbus served in the Maryland Legislature in 1870. He married Sarah Sullivan in 1844. She was born in 1822 and died in 1899. Columbus and Sarah were buried in Mount View Cemetery, Howard Co, MD."

Note -- I've been in the cemetery and it's Mount View, not Mountain View. Don't know why!

Now, Otho. p. 90. 111314 Otho Shipley (Robert, Adam, Adam, Richard, Adam) was born in 1792. He married ____ Paine and lived in Baltimore, MD. Issue:
1. Samuel H. Shipley
2. Columbus I. Shipley, b. 1821, d. 11 Nov 1823
3. Mary Shipley.

p. 45, 11131 Robert Shipley, b. 1753, named his children in his will.

From all this it looks like Otho is clearly the son of Robert, but the information about Otho is sketchy, and I would take Otho's parentage of Columbus as a working theory until I had some more data to back it up. But at least you have something to look at now.
