Have you tried to get a death certificate and obituary for Arthur SKIFF? If you're lucky, they'll name his parents and indicate more specifically where he originated. Then we should be able to find the parents on the FamilySearch database of the 1880 Census.

Database of the 1930 Census, L. A., CA, has [with bracketed dates from Social Security Death Index, all numbers issued in California].

Arthur SKIFF, b. ca. 1886 [31 Dec. 1881 - Sep. 1964, last res. California]
Mabel, 1888
Robert D., 1912 [16 Feb. 1912 - Aug. 1979, last res. Bell, L. A., CA]
Margaret, 1914
Frederick E., 1916 [24 Jan. 1916 - May 1986, last res. Bell, CA]
John W., 1919 [11 Je. 1918 - 11 Jan. 1994, last res. Las Vegas, Clark, NV)
Dorothy A., 1923.

If you know the married names of the girls, you can probably fill in exact dates for those, too. Charlotte must have married before 1930.

In 1880, there were too many SKIFF families of New York to draw any conclusions, but in 1930, L. A., CA, there were names such as Edson, b. ca. 1883; J. C., 1864; & Nathan W., 1881. In 1880, there was an Edson, 28, NY NY NY, with wf. Julia, 27, & son Vernon, 3 mos., with the George ROOD family, Cherry Creek, Chautauqua, NY.

In 1880, Kent, Litchfield, CT: Nathan SKIFF, 40, wf. Ella, 36; son Arther M., 11, all b. CT. The name Nathan goes back to colonial days, Nathan SKIFF, b. 16 May 1658, s/o James SKIFF of Sandwich, MA. There's a booklet with some information on the first few generations of the James SKIFF family.
