I got this from a look-up on the U.S. web for kentucky I thought this might help.

was Anna Belle's sister.She was born inand married a Frank Speaks.
Later she married Albert Seeley.Don't know what happened to Frank but
her
children were as follows:
Mary Kathleen Speaks b. 1917
Joseph Franklin Speaks b. 1919
Juanitia Inez Speaks b. 1921
Loretta Rose Speaks b. 1926
Fanny Louise Seeley b. 1929
Tommy B. Seeley b. 1934
That leads me to believe he died between 1926 and 1929.They lived in Meade and Breckinridge Counties.Do you think this is your Frank?
This is info I found on different census.
I'm thinking Franks father must have been the son of Felix Speaks and Mary A.. He was the only Speaks in Breckinridge Co. in 1860. In 1870 and 1880 there is only Felix and his sons. I think Franks mother might have the maiden name of Lewis because all the children are living with Lewis families. In 1910 census there are other children Living with other families in 1900 1910 they were with the 2 Lewis families and one other. The children I find is Franklin, Forrest Ernest, Elizabeth, Thomas and Milisa. You might want to check probate records on George Lewis too.
