I gave up the Spurgeon Quarterly newsletter when I started graduate school -- had no time. I'm still in school. My last issue was in September 2000 (issue #62). I didn't get Issue #63 finished and still owe that to subscribers. No one took over the Quarterly.
I sell back issues for 1994, 1995, 1996, 1997, 1998, 1999, 2000. Price is $7 per year, plus $3 shipping (total - in other words, shipping is $3 whether you buy 1 year or 7 years). You can take $2 off that last year since I didn't finish it out. There are 4 issues per year. These issues number from #36 through #62.
The earlier issues from August 1984 through 1993 are sold by Joyce Glover, 8 Fairview Dr, Anna IL 62906-1156, for $3.75 each. They are xeroxed which accounts for the higher price; labor involved, etc. The ones from 1994 to 2002 were professionally printed and I'll sell those until they are out.
Hope this answers the first part of your question. I wish I knew more on the other parts but there are a lot of questions out there on that Washington Co VA branch.
