Anne Steptoe was the daughter of Dr. James Steptoe of "Hominy Hall" in Westmoreland County, Virginia. The identity of her mother is not established with certainly, but she is believed to have been a daughter of a Charles Lee of "Cobbs Hall". Anne's sister, Elizabeth Steptoe, married, firstly, Philip Ludwell Lee of "Stratford Hall"; after Philip's death, she married Philip Fendall of the "Lee-Fendall House" in Alexandria, Virginia. Elizebeth was the mother of the so-called "Divine Mathilda" Lee. The family of Steptoes had come to Westmoreland County from the area of present-day Kilmarnock, Virginia in Lancaster County, Virginia. In earlier times, Kilmarnock had been known as "Steptoe's Ordinary."
