Can any one tell me how to figure out what is the correct information on various official records with conflicting information?

1900 Federal Census a grandfather is listed as being born in NJ.
1910 Federal Census he is listed as being born in NJ.
1913 NYC Marriage Record he is listed as being born in Brooklyn, NY.
1917 WWI Draft Card he is listed as being born in Hoboken, NJ.
1920 Federal Census he is listed as being born in NJ.
1930 Federal Census he is listed as being born in NY.
1942 WWII Draft Card he is listed as being born in Brooklyn, NY

On top of that add that his mothers age was always getting younger. His fathers name and place of birth changes.

I can't find birth records for him in New Jersey or New York.

HELP......
