I'm particularly liberal with the name Effie because that name hung up a family search of mine for decades... here's some information about females who might have been the right age at the right time:
This first one is the only direct hit I got on the name "Effie Alberta"... probably not her because she'd be too old to have likely been a first wife, but it gives evidence that the name was used in the area, so maybe one of her other children went by Effie Alberta.
