I have done some work on him, although I know him as Elisha "Eli" STROUP. He was born 1815-19 in PA. I have his census records extracted on his web page:

09. Monroe STROUP, b. 1861/2
10. Annette STROUP, b. Jan 1870; d. bef. 1880

The original surname is German STRAUB, most of whom had it immediately Anglicized it to STROUP.
