DISPATCHES -- from San Francisco, Nov. 12 --
-The Chamber of Commerce has elected W.H. FOSTER to fill the vacancy occasioned by the death of R.B. SWAIN. Messrs. DEMPSTER and HOWES were appointed delegates from the Chamber to the National Board of Trade in New York.
