I've run this message through Babelfish [ http://babelfish.altavista.com/translate.dyn ]
for a translation and here is *approximately* what it says - -

Hello, sorry I am not to be able to write in English, I hope that somebody understands Castilian. Thousands of families also named TARTER. We lived in Moią {Barcelona-Spain). I have investigated my ancestors and the old stories, but I have found them in the south of France. We have data of which in year 1180, a last name personage Tarter vendia earth in the old County of Urgel. I have been able to reconstruct all genealogia of my family from 1630, to the present time. Somebody I could inquire on if somebody named TARTER arrived at America coming from Spain? By curiosity, of which it leaves from documented old Europe come the Tarter but in America? A greeting from Catalunya to all the families Tarter of the USA. Ramon Tarter
