I just saw your posting again and thought I would check back with you to see if you had anything new.
Have you made any progress in locating Robert Lee Tarter's parents or those of Luler Windley? I have checked my files, as well as every scrap of paper I have on the Tarters, and have not been able to make sense of it.
I have checked every Robert Lee Tarter, and every Robert L. Tarter who may have fit the profile you gave and can find not one which fits in....nor a Robert L. Tarter who may have had a contact with an A. J. Tarter. I have also checked all of the above who used the Darter spelling of the name.....just to cover all possible bases. I have twenty-one Tarter males with Robert in his name and none seem to fit your great-grandfather's profile.
I have found no Luler Windley or Lula Windley in my files, nor have I have found a single Windley, male or female. Since she was your great-grandmother, I have no doubt whatsoever that you know what their names were and how they were spelled. However, some people who post their info on the net use the spelling of names as they or the the enumerator thinks they were, or should have been, spelled, so I have checked every possible variant of the name that I can find.
I have one Harlan Tarter, but he was not born until 1921, and he was a son of Squire Tarter and Martha Louise Roy, so he was too young to have been your great-grandfather.
There was a Robert L. Tarter who had a brother named Alexander Dreyfus. This Robert was born in MO. in 1868. His father was Alexander James Tarter. Is there any additional info in the way of date of birth, death, marriage, area where the family lived, anything at all..??
My line of the family kept the Darter spelling of the name and settled primarily in the Pope County, AR. area, but I am trying to work on the family as a unit.
