Fort Covington is right on the U.S./Quebec border where it intersects the St. Lawrence river. When you cross the border at Fort Covington you enter St. Anicet parish, Quebec. The census information that I quoted is on the Franklin County genweb site so I assume that Fort Covington is in Franklin County.
