GRO refers to the UK Registration system, in place from 1837. The birth of Sarah Ann is registered in the first quarter (jan/feb/mar) of 1866 in the Newport Registration District. That district will cover more than the town of Newport, and likely covers Llandiloes as well. To get the exact date and place of birth (plus details of parent) you would need to buy the corresponding Birth Certificate
