M. C. Tilley Co., sword maker/craftsman

I am looking for information on the person or business who made a beautiful sword and case with 3 rings: "Made by the M.C. Tilley Co." Below this is "Colurabus" with an engraving of the 'All Seeing Eye of God', a lamb, a lion, and the no. 51. Between the lamb and the lion is the bearer's name: George M. Colbath. I am seeking the time period and place where it was made, and any other information I can find. There is a design of a staff and sword, the Latin words "Bellum, Paxaut, Patmil and Justini" as well as the crown of pb England, and a large "M" with a "P" in the center of the M - representing Mounted Police, Member of Parliament, Military Police, or Masonic - some guesses.
