It's happened to me too. In the 1920 census, my widowed grandmother was found living with her daughter (my mom) and a couple of boarders. One boarder was her sister's son. The relationship should have been nephew but he was only listed as boarder.
I suppose the enumerator didn't ask the right questions or perhaps there was a misunderstanding of some sort.
