I suggest you contact the British Isles Family History Society of Greater Ottawa www.bifhsgo.ca they did a project on British Home Children and have had speakers at their meetings discussing the issue. The contact person for home Children for BIFHSGO is John Sayers.

You can also check the National Archives of Canada site www.archives.ca
