How to use GEDCOM file

Hi, I'm a Librarian from Singapore. Being a young nation, there are not many who are interested or have the time to look for their ancestors. The first family tree website put up by the National Archive didn't really get that many response. I was fascinated by the amount of info found in most geneology sites from the West. Had created my family tree in one of them. But I had problem with understanding the use of GEDCOM file. How do I get such a file so I can import / export my trees from one site to another?
