I don't think it's a term -- I think it's a mispronunciation or misreading or mis-spelling of a surname.
Could be Quackenloss, Quarlos, Quartier, Quarters, etc. etc. I've also seen Quartermus, Quarterloro, Quartellers, etc. etc.
Descended twice could mean that ancestors were cousins who married.
The only way you can find out for sure is to research your own specific ancestors.
