final settlement document in a probate record

Since a lot of my ancestors died intestate, I have looked at many probate records over the years. I always look for the administrator's list of heirs and/or the final settlement document which is supposed to name the heirs of the deceased person. For some reason both of these papers are almost always missing from the probate records I find. Can anyone tell me why this happens so often? Are they sometimes filed separately from the probate papers? Any help in solving this mystery would be very much appreciated.
