If you could locate his arrival manifest it should provide a place of brith. Do you know if he was naturalized citizen? If yes, than his naturalization petition should have a place of birth. If not naturalized but lived pass 1940 than an Alien Registration Form. Maybe his Draft Registration Form might have a place of birth.
Have you looked at the STEFFEKs that passed thru Ellis Island? www.ellisislandrecords.org Family went to family.
