Hardin Co. in 1863 (Civil War question)

Greetings,

I'm researching an ancestor, William B. Easley, of Savannah, Hardin, TN. According to his Civil War POW record, William served in the (CSA) 1st Tennessee Infantry and was captured by Union forces on 30 November 1863 at Hardin County.

My question is this: Wasn't Hardin County completely under Union control long before November of 1863?

It seems odd that my ancestor would be captured on Union-controlled soil (unless of course he had deserted and tried to return home, or--better yet--he was some sort of spy or raider.)

If anyone has any insight into this question, please e-mail me, I don't get here very often!
