Believe it or not, there is only ONE district, "District 13", on the 1850 Jefferson county census! The entire census, all 277 pages, lists "District 13" as the place of residence of every single person in Jefferson county!

I discovered this myself while trying to identify the location of my own set of Jefferson county "District 13" kinfolks.

Can't imagine what the census taker was thinking as he painstakingly wrote "District 13" (in beautiful script) on the top of each page, but that's exactly what happened!
