I think I have answered my own question, and am posting the result here for the benefit of future researchers. I am confident that I have identified the mother of Charley G. Hayes, son of my 2G uncle, William J Hayes, as Rhoda Pennington.

TEXAS DEATH 1890-1976 provides the Death Certificate and associated information for:
CHARLES GRANT HAYES
dob 10 Jul 1885 Tennessee
dod 2 Oct 1955 Venus, Johnson Co, Texas where he had resided 26 years.
Married
Truck driver
Father's name W.J. Hayes born Tennessee
Mother's name Sode (Rhody?) Pennington born Tennessee
Informant C. D. Hayes

A death certificate for
CHARLES DUWARD HAYES (8 Oct 1918-4 Oct 1974) of Venus Texas identifies his parents as Charles Hayes and Sally Lou Bagget.
