I assume that you refer to Estherville, Emmet County, Iowa.

Reuben H. RIDLEY appeared in at least these four Federal Censuses:

1930 - Iowa - Emmet County - Estherville
1920 - Iowa - Dickinson County - Lloyd
1910 - Iowa - Emmet County - Armstrong Grove
1900 - same as 1910

His first name shows as Reuben, Rubin, R.H., maybe others.

Suggestion:

Study the actual census sheets carefully--they're available online on Ancestry.com and HeritageQuest, and at many libraries and similar repositories.

Look carefully at the listed birth months and years for him, his wife, and his children.

Try to find him in the 1880/70/60 censuses.

Then construct a time line for them--where was he, his wife, and his children at various times?

Then compare that time line with actual historical events: when did the Civil War take place? When was the militia regiment in Henderson County, Tennessee mentioned? What were the customary migration patterns?

A Google search on "Reuben Ridley" offers some good hits. Take a close look for yourself and study the information carefully.
