Hi Connie,
Yes, this is the Charles Porter Tooley that had the children you mention, although as near as I can tell from the 1850 census William's middle initial was F. Here's what the 1850 Howard Co., Mo census shows:
Chas. P. Tooley age 50, b. Va
Eleanor Tooley age 42, b. Mo (this is a dau of my ggg grandfather William M. Monroe (Munro)
William F. (H?) Tooley age 16, all chilren b. in Mo
Ann E. age 15
John L. age 9
Chas. P. age 4
James M. age 1

I know that Charles P. Tooley is listed in the Howard Co., Mo Will Index 1816-1875, book 5, page 309, but I have never written for copies of these documents. Hope this helps.
