First, being British there is one thing I have learned about the origins of names is that if you can find a 'native' Brit without some Irish/French/Dutch/Norse or German blood somewhere down their lineage, then it is a miracle. European history is a history of conquest and counter conquest and the spelling of names and general words varied from county to county and family branch to family branch - assuming they could write in the first place. Tuley is no more a definitive spelling than Tooley, so I am sure it is as much French as it is Irish, and equally not so. To add another twist, as I believe I have previously said in an e-mail to Glenn Tuley, I remember quite clearly finding a book on the origins of English surnames that stated that the name Tooley was derived from a Viking family name and would have arrived in England during the ancient Viking invasions of England and Scotland. Unfortunately I was at school when I read the book and never thought to get the reference.
