Marriage License(s) for after 1826

Looking for any info on a 2nd marriage of a widower who remarried after wife drowned. Drowning took place sometime after 1826, so don't know how long after that he remarried. Also, how do I go about asking for copies of marriage licenses from a state if I'm not sure someone was married in that state. Are there books in a library that shows for certain someone was married in that state, for each state? I'm really needing help on this part of the research. Thanks for your help!
