The mortality census schedule was for those that died within the 12 months preceding the census. So, if the 1870 census was taken in June, the mortality schedule would show those that died (roughly) from June 1869 to June 1870. Regardless, I believe the Texas State Archives has these on microfilm, though I don't know of an online source.

As for the death date of Anthony Walters, you might check land/probate records for that county. His widow may have sold off some of the estate following his death and there may be mention of the death date.
