I have found during my 7 + years of ancestry searching that many times when the mother has remarried the children just took on the last name of a step father..without any formal legal procedure...Sometimes it stayed that way and other times the child went back to his original surname when he grew up..I have seen this many times over the years.

For now I would just treat any of this as a theory.
Maybe the children were originally Rogers and she left him/divorced him and just took on the name of Ragland..There are many reasons a mother might feel the need to do that.
There is no birth certificate for any male fitting the description of Vernon..Of course there is the chance that the CABI is just missing it. That has happened before..
Have you seen Vernon's BC? I agree that the info that is on his DC is only as good as the information the informant had...
The sons may not have even been aware that they were Rogers ...again, just speculating.

When using the birthdate for for Vernon there is nothing in the CABI. There are 45 males listed for that date none of the names come close.

to confirm ..this is your Vernon? IF SO YOU MIGHT WANT TO SEND FOR HIS SS 5 APPLICATION TO SEE WHAT IS ON THERE.

AND HERE IS ONE MORE THEORY..I HAVE READ SOME OF THE SLOPPIEST WORK OF CENSUS TAKERS..THEY HAVE LISTED WHITE PEOPLE AS BLACK, LISTED EVERYONE BORN IN THE STATE THEY WERE IN WHEN THEY COULDNT HAVE BEEN AS THEY HAD JUST MOVED THERE, LISTED MALES AS FEMALES AND VICE VERSA.
SO MAYBE THEY NAME ROGERS WAS JUST A MISTAKE/ERROR AND NOTHING MORE..WHO WOULD KNOW THE DIFFERENCE...ITS NOT LIKE ANYONE IS GOING TO CHECK THEIR WORK.

CLEARLY MORE RESEARCH IS INDICATED..I WILL LOOK MORE AND
LET YOU KNOW IF I FIND ANYTHING.
