Could not locate Samuel in the 1900 census but here is what I did find for you.

Samuel appears to be a son of Asa and Letha Blankinship -

In 1880 census was in Collin Co Pct No 4 -
266/266 Asa Blankenship 53 Ark VA KY Farmer
Letha 53 Ark SC VA
Samuel 22 TX Ark Ark
Moses A. 17
Daniel 14
267/267 Morris, S.L. 30 Ark Ark Ark Farmer
Mary E. 20 TX Ark Ark
Blankenship, Wm. 24 Farm Laborer

In 1870 was also in Collin Co - Farmersville P.O. Pct No 2
431/492 Blankenship, Asa 43
Letha 43
Mathew 14 Farm Laborer
Samuel 12
Mary 9
Moses 7
David 4

So as you can see the sister Mary married a S.L. Morris - presunably in Collin Co and brother William Mathew was living with them helping his brother-in-law on his farm.

I checked Collin Co Cemetery Inscriptions Vol 1 & 2- also Cottage Hill Cemetery - could not locate Samuel or Tennessee but:
Pike Cemetery- Collin Co
Blankinship, Asa Feb 1, 1827 - Jun 23, 1902
Blankinship, Letha Mar 14, 1827 - Mar 20, 1898

Also checked Collin Co Marriage Records: 1876-1888 (males)
Blankenship, S.L. - Tennessee Elkins
2 Jul 1885 - S.M. Smith
